That's about to change. Has China arrived as a great business competitor? Consider this: You probably aren't using a Lenovo personal computer or a Ningbo Bird cell phone. You may not even have heard of Haier appliances. Chinese-made goods fill American store shelves--but not Chinese brands. China, for all its very real progress and promise, has yet to establish a truly powerful global company. That isn't so surprising given that China only embraced markets in the 1980s. Its older, state-run companies don't have much to sell overseas, and its best young companies don't yet have the capital and savvy to operate abroad. It's difficult, too, to build a brand in a country where intellectual property is not protected. So Chinese companies have mostly stayed at home, competing brutally there on price. Meanwhile, half of China's exports to the United States are made in factories owned by foreigners; another 25% are designed and marketed abroad. But global Chinese companies and brands will emerge sooner than you think. They are, in fact, beginning to appear now. They will be pragmatic hybrids, multinational in origin and pieced together from several companies--and quite powerful because of that lineage. Chinese companies are advancing quickly in a unique era of fluid value chains. Iran seized a Romanian oil rig off Kish Island. |
On August 22, a few hours before Iran delivered its response to the UN about its nuclear program, an Iranian warship fired on a Romanian oil rig and seized it. The New York Sun reports:
An Iranian naval vessel fired on the rig, named Orizont, owned by Grup Servicii Petroliere in Iran's offshore Salman field and took control of its radio room at about 7 a.m. local time, Grup's representative in the United Arab Emirates, Lulu Tabanesku, said in a phone interview from Dubai yesterday. "The Iranians fired at the rig's crane with machine guns," Mr. Tabanesku said. "They are in control now, and we can't contact the rig." The Romanian company has 26 workers on the platform, he said.
Although the Romanians are working to defuse the situation and have reportedly agreed that the incident was "of a commercial nature," there is much more to the seizure than that. Iran has engaged in a number of provocative moves lately, and this incident must be seen as part of a broader picture.
Iran has been Hizballah's major sponsor for decades, and its fingerprints were all over the flare-up in Lebanon between Hizballah and Israel. Over this past weekend, Iran kicked off a masive five-week military exercise designed to showcase its capabilities. It has been reported that "[a]ssault and transport helicopters, parachutists, electronic war units and special forces are participating in the initial manoeuvre." And a fourth provocative action occurred Monday, when Iran denied IAEA inspectors access to an underground facility at Natanz designed to shelter its uranium enrichment program from attack. This comes on top of other signs of Iranian defiance over its nuclear program, including denying entry visas to two IAEA inspectors and issuing several inspectors single-entry visas rather than the customary multiple-entry visas.
One clear purpose behind Iran's seizure of the Romanian rig was a show of force. Heinrich Matthee, Iran analyst for London's Control Risk Group, has noted that storming the rig "sends a message that Iran can project its power and could interfere in oil production." But there is also a gamesmanship aspect to Iran's actions. With each defiant move that Iran has made, Western countries have done little or nothing to push back. As Iran is not held accountable for such actions as backing Hizballah in its war against Israel and denying IAEA inspectors access to key nuclear sites, it comes to believe -- with reason -- that it will have more leeway in the way it operates in the future. If there is no real repercussion to Iran's seizure of the Romanian rig, then Iran will have further expanded the boundaries for its future actions.
Western countries have no apparent strategy for dealing with Iran at this point, but the question of how to begin pushing back in response to these provocative actions is a critical one.

One of the great successes of the Islamists, particularly the Shi'ites, is the ability to create separate states within weak and failing states. The prime examples are Hezbollah and, as the Washington Post chronicles today, Moqtada al-Sadr in Iraq.
One could argue that there are groups within the Iranian intelligence and security apparatus that also form non-state groups. The alliance of these elements, with no formal power, to ally in transnational, borderless associations and alliances, is what poses one of the largest threats to the Middle East and beyond.
The weakness of the states that allow these groups to flourish gives these groups, along with Hamas and other Islamist and non-Islamist organizations, the priceless ability to provide social services, remedy injustice and corruption and generally make people's lives better on a measureable level.
At the same time, the states in which they reside do not have the strength to drive them out or confront them. Hezbollah was able to launch a war the state of Lebanon probably did not want and certainly could not win.

Recent research indicates that regional clusters enable companies to reach higher levels of productivity and be more innovative. A report mapping and analysing the regional clusters of the EU-10 states that "the lack of regional specialisation might be an important factor explaining the European competitiveness gap with leading global peers". The report, authored by Europe INNOVA, first recommends enhancing geographical specialisation and efficient allocation of economic activity accross the EU. With this regard, the authors suggest that the EU could help, for example, by removing barriers to trade, investment and labour mobility. Secondly, it calls the EU to provide 'process' support for regional cluster development intitiatives, such as for the strengthening of linkages between companies, regional government agencies and research and educational institutions. Thirdly, referring to the complexity of the innovation process involving many actors, the authors call for improved effectiveness of EU competitiveness policies such as regional, science and innovation, competition, enterprise and SME and sectoral policies. In striving towards the Lisbon goals of competitiveness, some EU member states have launched different national initiatives to raise their and different regions' research profile. In July 2005, the French government, for example, announced the creation of some 60 regional poles of competitiveness and six industrial clusters (see EurActiv 13 July 2005).

GRASS: O GRANDE EMBUSTEIRO MORAL

"Para mim as SS nada tinham de intimidante"... Gunter Grass dixit, não aos 17 mas aos 80 anos! Disse-o e está na "Visão", de ontem, que o reproduz acefalamente. Mas claro que não, para ele, nada tinham de intimidante... Tinham-no só para quem não era SS! Ele não era intimidado... Ele é que intimidava!
A herdeira de Grass sai, entretanto, em defesa do pai. Boa filha... a argumentação é que é menos boa. "Foi um devaneio de juventude (qualquer filha de mafioso pode argumentar o mesmo...) Já se sabia que ele sentia um grande fascínio por fardas"... Embora tal não o tenha impedido de odiar as fardas americanas... Às tantas, ainda nos vão dizer que as SS eram uma ONG! Nesta monumental impostura já nada pode causar admiração.
Mas, mesmo passando por cima do facto que o fascínio por fardas é desvario que costuma tomar conta de gente do nível intelectual e emocional das sopeiras, ainda podemos perguntar se não se poderia apaixonar por outra farda... Se tal fascínio teria de o levar mesmo a entrar na mais criminosa organização de toda a história da Europa! É que diga agora Grass o que disser, uma coisa é certa: entrar nas SS não era nada semelhante ao ser "chamado para a tropa": só voluntários, escolhidos pela sua segurança como nazis e pela capacidade física e depois treinados como força de élite e na fidelidade ao "Fuher" e iniciados nos mistérios da ordem negra e com as "provas" respectivas a passar... Esfolar gatos, Gunter, esfolar os gatos vivos... E as cerimónias no "castelo", Gunter, também esquecidas?! Quando deixou de ser fiel ao seu "fuher", Gunter? Uma coisa é certa, com ou sem fidelidade ao seu "fuher", soube manter o ódio a quem o derrotou e a si o aprisionou...
Há quem exclame, ingénuo, "mas por que diabo não falou antes?". Pois é, mas se o tivesse feito como teria vendido tantos livros aos pategos de esquerda e, sobretudo, como poderia ter se aproximado, convivido e, eventualmente, influenciado esse alemão digno, resistente e impoluto que era o homem que usava o nome de Willy Brandt ?
Grass, a filha, Saramago e amigos (isto já parece o pacto germano-soviético!) branqueiam Grass (e as SS...) com o "fascínio das fardas" e a fatalidade que levava toda a juventude a ser nazi... É mentira! Ser nazi era uma escolha, não uma fatalidade! Grass combateu a resistência alemã do interior... Hoje, insulta-a... e, ao fazê-lo insulta também o "seu amigo Brandt" (a quem mentiu todo o tempo!). É inadmissível!
E, depois desta vida de crime e mentira, este "intelectual apaixonado pelas fardas" ainda se permitiu ocupar o lugar de "papa" moral da esquerda alemã e dar lições de moral... Foi o grande embuste da sua vida! Ou, como dizia o outro, "o professor de moral era a incarnação da própria imoralidade que atacava".
O "Exército Vermelho" saqueou os arquivos das SS e da Gestapo... Oh, Gunter, como é que o KGB o tratou nas décadas de cinquenta, sessenta, setenta, oitenta e noventa...? Aqui, em Portugal, tratou "muito bem" toda uma série de gentinha (alguma bem conhecida...) que trabalhava para a Pide... E a si, como foi?
Telefonou-me um amigo da Califórnia: "Oh pá, essa é que a real dimensão moral desses europeus críticos dos americanos e dos anti-Bush...?".
Estamos conversados... Aliás, vendo bem, já estávamos...

1. All twelve were using their cell phones after the plane took off. You never see an entire group of passengers engage in such flagrantly illegal behavior. Were they talking with each other and with others at their destination?

Some policy makers have accused intelligence agencies of playing down Iran’s role in Hezbollah’s recent attacks against Israel and overestimating the time it would take for Iran to build a nuclear weapon.
The complaints, expressed privately in recent weeks, surfaced in a Congressional report about Iran released Wednesday. (...) The new report, from the House Intelligence Committee, led by Representative Peter Hoekstra, Republican of Michigan, portrayed Iran as a growing threat and criticized American spy agencies for cautious assessments about Iran’s weapons programs. “Intelligence community managers and analysts must provide their best analytical judgments about Iranian W.M.D. programs and not shy away from provocative conclusions or bury disagreements in consensus assessments,” the report said, using the abbreviation for weapons of mass destruction like nuclear arms.
